On Windows Vista, 7 or later, instead of double-clicking the installer in Explorer, you will need to click the right mouse button on the file, and select "Run as Administrator" in the context menu.

Notes:
If you use EmEditor Professional v9 or later, you do NOT need this plug-in. The Sort features are included in the EmEditor core features.
