I cannot tell when exactly this happened, since I rarely pay attention to which particular technique I'm using when editing text. But a couple of minutes ago I discovered that Drag&Drop no longer works in EE: neither text, nor tab headers.

The option "Enable Text Drag and Drop" is turned on. I tried to turn it off, restart EE, and turn the option on again — did not help.

Version is 9.15 x64, OS is WinXP x64 SP2.

I don't know why you have this issue. Maybe another application interferes EmEditor. Can you try on another PC if possible?

Strange, today it works fine again on the same computer.

Now it happened again: D&D stopped working. It seems, indeed, that some application causes some conflict. I suspect Kaspersky Antivirus, ABBYY Lingvo, PowerPro, Sysinternals Process Explorer, because after I exited EE and these 4 applications, and restarted EE, D&D worked fine again (even after I started those 4 applications again). Next time I'll do it step-by-step to determine which one causes the problem.
