    Use “Unicode to Percent-encoding (Current Encoding)” command on a selection.
    Hover on the encoded text.
    ** It does not show the tooltip.

    So is it possible to change it this way:
    If failed with UTF-8, try further with the current encoding.
    Or:
    Show both in the tooltip, and let the user choose it.
