    Shift+Wheel should scroll the view horizontally, shouldn’t it?
    But now it’s not working.

    And I think, when only the horizontal scroll bar exists, the wheel (without Shift+) should scroll the view horizontally.

    Shift+Wheel should scroll horizontally. I tested both on Windows 7 and Windows 10.
    Which brand of mouse are you using?
