How to assign Ctrl-Shift-PageDown as shortcut?

I fail to assign Ctrl-Shift-PageDown as shortcut to the Move Next command. Is there any way to achieve this, please? Poor muscle memory…

And another thing, is it possible to add an option to allow Move Next/Previous to “wrap around” to the beginning/end of tab positions?

In the Keyboard page of configuration properties, click in the Press New Shortcut Key text box, press CTRL, depress, press SHIFT, depress, and press PAGE DOWN.
