    With EmEditor 16.9, when an IPv4-like string is hovered on, the tooltip is flickering rapidly that I have to record a video to see its content. After GeoIPCountryWhois.csv is installed, the tooltip works fine.

    Tested on Windows 7 and Windows 10 (both Simplified Chinese edition).
