"Scroll Bar – Popup menu" problems

Tested on EmEditor v17.1.2, System language: English, EmEditor UI language: Japanese
If disable “Show Markers on Vertical Scroll Bar”, and then right click on the Vertical Scroll Bar or Horizontal Scroll Bar
Problem 1. The status bar will not show the command description.
Problem 2. Popup menu is System language, not the selected EmEditor UI language.

If enable “Show Markers on Vertical Scroll Bar”, it works fine without above problems.

This issue has nothing to do with the UI language. When the Show Markers on Vertical Scroll Bar is disabled, EmEditor uses the system scroll bar, therefore the popup menu on the system scroll bar is also the system popup menu, and does NOT show the description on the status bar.
