Default settings.
** The default title of a basic toolbar is hidden initially.
It’s visible after toggling off and on “Toolbar Titles”.
** It’s hidden after toggling on and off a layout.

I don’t think the default title should be hidden when “Toolbar Titles” is enabled.

I will fix this issue on the next version although it might not be exactly your preference. I wanted the default toolbar have no title. You can customize the toolbar titles as you would like.
