The Outline Bar should be per configuration and/r per file

If I have several different kinds of file open — HTML, CSS, JavaScript, and plain text, for example — I want the Outline Bar to automatically appear and behave differently for each language, and for the text file I don’t want it to appear at all. EE should remember per configuration whether to show up initially and how to behave, (how to find a function to list, whether to collapse comments, etc.), and remember per file whether the user has displayed it or not.

Please check “Toggle Outline Bar per configuration” and “Toggle Outline Guide per configuration” check boxes in the Outline page of the Customize dialog box. (Tools menu > Customize)
