Unicode in Windows 98

How is EmEditor able to fully support any code page under Windows 98? Authors of other software products, including those that deal very little with text, often complain that Win98 cannot be supported due to its lack of Unicode.

Just curious where did you read that emeditor fully support unicode under Windows 98? I cannot find that information…
