Where can I set tab width?

I’ve noticed that different filetype configurations use different widths for the tab character: txt files use 8 spaces, while for example JavaScript configuration uses four.

However, I cannot find the actual setting for this option in any of the configuration dialog. I really want to set all tab widths to 4 or 2 spaces, since 8 is too wide for convenient reading and editing nested indents.
